Climate Advisers asked us to create a series of graphics illustrating a white paper on how state-based block grants based on a federal carbon tax could be used to improve local infrastructure, health, education, and more. Originally envisaged as a printed piece, this white paper ended up as an online-only resource. The main graphic shows how carbon block grants would work, with a majority of funding going to the states to address local priorities. The three supporting choropleth maps show what the financial impacts of these added revenues would be in the areas of tax revenue, education, and health budgets. 
This project used Climate Advisers' visual identity as a reference for color and type, adding orange for contrast. We made sure that the graphics were usable in both print and online scenarios, since many policymakers' staff will print out white papers for their superior's review.
